Stray cat behaviour

A few times I bump into a stray cat near my house on my walk home. I'll Bob down onto its level and it'll rub up against me and meow. It then gets up on its hind legs (front paws on my knees) and stares at me with incredibly dilated pupils basically nose to nose. A few times it's tried jumping onto my back and kneading me.

Is this negative behaviour? Or trust behaviour? I'm a dog person and have absolutely zero clue if I should continue interacting with the cat or not?
