I'm having some behavior problems with my cat. I need some advice.

I have a male cat that just turned a year old and he keeps on biting and scratching me. I'll pet him and he'll be fine, but then randomly starts biting and scratching my figure and arm. He also does the same to my legs when I walk around the house. I understand the cat wants to play, but it's starting to become annoying now. I've been trying to let him play with toys, but he'll play with them and then come back to me when he feels like it. I've bought a spray for water when he acts bad. So hopefully that works. I really don't know what to do. I don't wanna hurt him. I love the little guy. I'm just tired of him scratching my leg all the time.
