Should I find my kitten a new home?

I don't know how old Leo was when I got him, but I've had him for about four months.
I live with my parents and my mom hates cats. We recently moved house. I've lost my job and don't have much money. Leo is very rambunctious and won't be disciplined. He's torn up parts of the couch, ruined my blinds, eaten my mother's favorite plant, tears open trash bags, eats any and all food he can access, and scratched up newly polished wood. He hasn't been neutered and right now I can't afford to get him neutered.
I've tried just about everything. Time outs, spraying him with water when he's bad, keeping him in the bathroom, exercising him, playing with him, putting claw caps on him... he's a fucking hurricane and won't stop destroying everything.
I have never had a cat before. I kind of adopted him on impulse from this girl who had picked up a bunch of kittens off the street. He gets along so well with my dog and she's taken a bit of a maternal role with him to try to keep him out of trouble, but even she's given up.
When he's not destroying everything he's affectionate, cuddly, chirping at birds or yowling at nothing in another room. He's never hissed at anyone.
I don't know what to do. I love him to death but he's really wearing me down.
Should I try to find a more suitable home for him?
