Rescue Cat Twitches When She Falls Asleep - Is This A Seizure?

We found this kitty and her brother at a park while flying quadcopters and brought them home. They were covered with fleas and super skinny. Her brother is a cuddle bug but she is more standoffish. Whenever she falls asleep she twitches at random for different lengths of time. Is she having a mini seizure?
